Rosemont, Richardson, Burrell, and Burisma: Part Two
Ways and Means Committee Asks About Aleman; Bill Richardson and Hunter Biden Receive Burisma Funds; John Kerry Turns Blind Eye

Former New Mexico Governor Bill Richardson’s connection to Tri-Global and Rosemont Realty brings into focus Hunter Biden’s dealings with Burisma and the Aleman family of Mexico and outlines a distinct pattern of operations: Hunter Biden receives payments from foreign agents for action before the United States government.

A chronological timeline beginning with the inception of the Burrell Group and the Rosemont Credit Opportunities Fund (2008) and references in “Rosemont, Richardson, Burrell, and Burisma: Part One” introduces the incorporation of several Rosemont affiliated companies and the methods used by Dan Burrell, Bill Richardson, and Hunter Biden to direct funds into those entities. “Part One” concludes with the testimony of Devon Archer stating Hunter Biden and Bill Richardson used Rosemont affiliated companies for payments from foreign agents and companies.

Devon Archer’s testimony makes reference to the purchase and shipment of an oil rig to Burisma, the “most powerful drilling rig in Ukraine.” “The 3000 HP drilling rig, produced by Service King Manufacturing, Inc., was brought into operation in May 2017 […] The SK 3000 was fully equipped in the US and adjusted to operate in Ukrainian conditions.” The purchase and shipment of the drilling rig and tools to Kazakhstan involved a sum of $40 Million, according to worldoil.com (2017).

Service King Manufacturing, Inc. and Gordon Bros. Supply, Inc. are affiliated companies based in Oklahoma, and the source of the drilling rig and tools purchased by Burisma, a Ukraine domicile company (see Service King website “SK3000”). “The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) imposes embargoes (or comprehensive sanctions) […] the Crimea region of Ukraine, meaning U.S. companies are generally restricted from shipping anything to these countries, directly or indirectly […]” (Source). The video provided by Burisma shows customs tariffs were paid.

Hunter Biden was paid $83,000 per month through Rosemont Seneca Bohai for compensation as a member of the Burisma board. Tri-Global received a percentage of the Burisma fees according to the Devon Archer testimony. Former New Mexico governor Bill Richardson, who worked for Tri-Global, was likely the recipient of payments by Burisma.

The purchase by Burisma, a Ukraine domicile company, of the drilling rig and tools shipped to Kazakhstan, should have been known by the Secretary of State, John Kerry. The Ways and Means Committee established the denial by Kerry of Burisma board actions by Hunter Biden and Devon Archer as implausible.

Dan Burrell, a former Kerry campaign senior advisor, was the intermediary for communication between former New Mexico governor Bill Richardson and Hunter Biden. Burrell served on the Rosemont Realty board with Hunter Biden, Devon Archer, and Bill Richardson; Burrell worked with Christopher Heinz at affiliated Rosemont companies—John Kerry was invested in these affiliated Rosemont companies. Heinz informed John Kerry (his stepfather) of the appointment of Hunter Biden and Devon Archer to the Burisma board. John Kerry has an ongoing relationship with Dan Burrell through the TPG Rise Fund investment in the Burrell College of Medicine.

Hunter Biden’s intervention (2014) to assist Burisma’s Ukrainian founder, Mykola Zlochevsky, to secure a US visa brings into view Hunter Biden’s relationship with Miguel Aleman Velasco and Miguel Aleman Magnani, two Mexican nationals associated with a company known as Interjet. Hunter Biden asked the Aleman family to secure a Mexican Visa for Zlochevsky to attend a business meeting in Mexico (Feb. 2015) as reported by The Daily Caller. This is another example of the pattern: Hunter Biden and associated entities receive funding and use personal influence to the benefit of themselves and their benefactors.

The House Ways and Means Committee released on Oct. 6, 2023, images from Feb. 2014 of Vice President Joe Biden with his son, Hunter Biden, Miguel Aleman Velasco and Miguel Aleman Magnani. The Ways and Means Committee raises a question in the Oct. 6 press release in the form of a statement: “The American people deserve to know whether a connection existed between Joe Biden’s meeting with billionaire Miguel Aleman and official government activity, as well as whether any of his actions as Vice President helped advance his son’s business interests in Mexico City.”

In the press release, the House Committee also included photos of Vice President Biden with Hunter Biden and both Alemans in the White House (Feb. 2014) and Vice President Biden’s private residence (Nov. 2015). Correspondence shows the Alemans had been invited to the inaugural ball (2013). Jeff Cooper told Devon Archer “Miguel again reiterated that he would take a discounted buyout on his Rosemont investment […]” (Nov. 20, 2014). The Alemans sent at least $5 Million to Hunter Biden entities (2015) directly to Rosemont Atlanta and Rosemont Summit as well as through a digital wallet called ePlata, of which Miguel Aleman Magnani and Jeff Cooper sat on the board (2019). Hunter Biden arranged for the Alemans to meet with then United States Secretary of Transportation, Anthony Foxx, while InterJet, the Aleman’s company, had filed a “Joint Application for Approval of and Antitrust Immunity for Alliance Agreements 1 (Mar. 31, 2015).”

Following these meetings with VP Joe Biden, Hunter Biden received an email (Mar. 2, 2015) “Good news, we did receive a $1,000,000 injection into ePlata from Miguel late today. I wanted to wire you the $50,000 first thing tomorrow AM […].” Miguel Aleman requested to “transfer the ownership of his interest (in Rosemont Realty) to his uncle (Feb. 24, 2016)." Miguel Aleman Magnani now joins the list of Hunter Biden associates incriminated with fraudulent charges; A National Post article states “At Mexico’s request, Interpol has issued an international arrest warrant for Miguel Aleman, co-founder of budget airline Interjet, on criminal tax fraud charges […]” (Aug. 2021).
