The Grant County Water Commission will hold a regular meeting on Thursday, October 26th, 2023, at 3:00 PM at the Town of Silver City, City Annex – 2nd Floor Conference Room located at 1203 N. Hudson St., Silver City, NM. Analysis of Brownfields Cleanup Alternatives &
National Historic Preservation Act Section 106 Consultation for
Fort Bayard, Grant County, New Mexico
The New Mexico Environment Department (NMED) gives NOTICE OF THE OPPORTUNITY FOR PUBLIC REVIEW AND COMMENT of the Analysis of Brownfield Cleanup Alternatives (ABCA) and National Historic Preservation Act (NHPA) Section 106 Consultation for Fort Bayard – Nurses Recreation Building, Nurses Dormitory Building, Head Nurses Residence, Yucca Lodge, and Fort Bayard Museum located at 100 Calle El Centro, Grant County, New Mexico 88061.
A Brownfield is a property which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The Fort Bayard buildings listed herein contain asbestos and lead paint. The purpose of an ABCA is to provide information about contamination issues at the property and evaluate the effectiveness, implementability and cost of different cleanup options that will be funded by the New Mexico Environment Department and US Environmental Protection Agency.
The Fort Bayard Historic District is listed in the National Register of Historic Places, is designated a National Historic Landmark, and is listed in the New Mexico State Register of Cultural Properties. Therefore, the proposed cleanup options were evaluated by the State of New Mexico Department of Cultural Affairs Historic Preservation Division (DCA HPD) pursuant to Section 106 of the NHPA. DCA HPD concurs with the proposed treatment and abatement procedures appear to meet the Secretary of the Interior's Standards for Rehabilitation and will have No Adverse Effect to historic properties.
NMED will allow until November 19, 2023 to receive written comments pertaining to the ABCA and the NHPA Section 106 Consultation. Any person may submit written comments and/or request a public meeting by writing to NMED no later than 30 days after the date of this publication. If NMED determines a significant degree of public interest exists, it will schedule the meeting and give notice of the date, time and place.
The ABCA and NHPA Section 106 Consultation documents are available for review during normal business hours at Santa Clara Village Hall located at 516 Fort Bayard Street, Santa Clara, NM 88026. The documents are also on file at the New Mexico Environment Department, Harold Runnels Building, 1190 St. Francis Drive, Santa Fe, NM 87505. Electronic versions of project documents may be requested via email from the contact listed below or viewed on the NMED Public Notice website at https://www.env.nm.gov/public-notices/.
