Rhetoric Behind a Podium is Never a Substitute for Good Science

A lot of rhetoric has come from various groups/individuals who keep on saying how important it is to allow the Gila River to keep flowing free in NM and with the implication that it is fine if AZ captures the river water for its own use.

There are those who feel that if they are the loudest, most aggressive, and most active ( body language) at public meetings that their message will surely be the best heard. Such feelings are usually in losing categories.

Also, rhetoric, whether for or against diversions, will make no difference in the final end since this is not a factor in the selection process if (and which) any diversion projects will be constructed on the Gila River.

The ongoing appraisal level studies will determine which projects will be selected for the feasibility level of study after Jan 1, 2015 (After such information was conveyed to the Secretary of the Interior.). This study level is more detailed and rigorous and will aptly determine if any of the previously selected projects can pass the strong criteria and enable them to go on to construction.

I have been involved in both the appraisal and feasibility levels of study during my years with the Bureau of Reclamation and can attest that each follows pre-determined processes which are necessary to have good functioning projects after construction. Thus, no rhetoric from behind a podium is a substitute for good science.
