In the Grant County Beat at some point in late August/early September this notice was posted:

NM 90 Mile Marker 33.8 to 40.8, Silver City
Braiser Asphalt will be performing roadway rehabilitation operations on NM 90 in Grant Co. Construction will begin Thursday, August 18, 2016 and is expected to be completed by fall 2016. Highway traffic will encounter a single lane drop at times. Motorists are asked to reduce speed, obey posted signs, and use extreme caution, and be cautious of personnel in the area. The closure will be in affect from 6:00 am to 7:00 pm Monday through Saturday.

They appear once again (they did this same stoppage the week before and of Labor Day holiday) have stopped work for the past week and it appears they aren't going to resume this week either.

What's the story? Are they having to wait for the state to pay them for work performed so they can finish? It's quite hazardous driving to and from work as there is a lot of loose gravel in both the full paved southbound lanes and partially paved northbound ones. NMDOT has done striping work southbound past the Tyrone mine, but they cannot continue their work into Silver until the paving is done...

Editor's Note: The NM DOT says the supplier is dictating when and how much material the NMDOT contractor can have on a weekly basis.  The last several weeks the supplier has switched hot mix plants and has decided to provide material to another contractor instead of the NMDOT contractor performing the work.
