To the Editor:

If the student nominated by President Shepard as student regent of Western is appointed by the Governor and confirmed by the Senate the local area will be denied the "local regent" guaranteed by state statue 21-1-15.

Stature 21-1-15 says the following:

21-1-15. [One member of board to reside in adjacent municipality.]
At least one member of the said several boards shall be a resident of the town or city at or near which the institution is located.

The student nominated by President Shepard now lives and works in Santa Teresa, New Mexico. The Constitution says the Governor appoints a student regent from students nominated by the President. Of the other four regents of Western three are from the Albuquerque area and the other is from San Antonio.
