Today is the halfway point of the 60-day session and the last day to introduce bills.
Unofficially, there are 675 House Bills, House 41 Joint Memorials, 13 House Joint Resolutions, and 60 House Memorials.
 
On the Floor
House Memorial 32, titled “One Billion Rising, In Recognition” and sponsored by Rep. Brian Egolf (D-Santa Fe-47), was heard on the House floor this morning. HM 21 demonstrates solidarity against violence toward women and girls, and honors the survivors of gendered violence in New Mexico. It unanimously passed the House to the delight of the 600 women and men participating in the “One Billion Rising” rally on the east side of the Roundhouse.
The House Judiciary Committee substitute for House Bills 47 and 89 (originally sponsored by Rep. Thomas Taylor [R-San Juan-1] and Rep. Paul Bandy [R-San Juan-3], respectively) went to the floor for final passage today. It establishes qualifications and continuing education requirements for public regulation commissioners. The HJC substitute for HB 47 and HB 89 passed the House by a vote of 45-0.
House Memorial 7, sponsored by Rep. Gail Chasey (D-Bernalillo-18), went to the House floor for a vote today. The memorial, entitled “Equal Rights Amendment Ratification Deadline,” urges the New Mexico Congressional delegation to work to remove the deadline for ratification of the Equal Rights Amendment. The memorial passed by a vote of 41-7.
In Committee
House Bill 349, sponsored by Rep. Elizabeth “Liz” Thomson (D-Bernalillo-24), was heard in the House Judiciary Committee this afternoon. It increases the requirements to be met for the removal of an interlock. The committee recommended that the body pass HB 349 as amended. It now goes to the floor for final passage.
House Joint Resolution 8, sponsored by Rep. Jeff Steinborn (D-Doña Ana-35), got a “do pass” in the House Voters and Elections Committee by a vote of 6-2.  HJR establishes a Boards of Regents Nominating Committee that would provide lists of names for appointments by the governor to any of the board of regents of the state educational institutions.  The change in the Constitution would require a vote of the people.
House Bill 379, sponsored by Rep. Antonio “Moe” Maestas (D-Bernalillo-16), was tabled in the House Taxation and Revenue Committee Wednesday night. HB 379 seeks to increase the film production tax credit to bring more film and television work to the New Mexico economy.
