On Monday, November 9, 2015, the Bayard City Council held its regular meeting.

There were three discussion/action events that took place at the meeting.

The first was on the mobile home placement for Frankie Maldonado/Lydia Hanson.

Lydia Hanson and Frankie Maldonado requested approval to keep a 1968 mobile home at 702 N. Yucca Street to be used as storage.

Clerk Treasurer, Kristina Ortiz, presented a letter informing the council of the actions that have taken place on the property, including placement of two mobile homes without the proper approvals. Discussion was held between Council members.

The council disapproved the placement of the mobile homes. Mr. Maldonado has 6 months to remove the mobile homes from the property.

The second event was on the filing of traffic citations in Magistrate Court.

Mayor Kelly made a motion to have Judge Sandoval set up a meeting with Chief William Kerin to discuss the matter.

The last event was on public safety/railroad property.

Councilor Fierro made a motion to work on the property east of City Hall to include benches and tables be placed on the property. City Clerk, Kristy Ortiz, stated that a legislative request could be submitted to include improvements for the Little League Area and Veteran's Park.

Mayor Kelly requested that a planning meeting be set up to have further discussion on future projects and funding sources.

Other business included:

A motion to appoint William Kerin as the new Chief of Police at the rate of $22.75 per hour with department head status and benefits.

A motion to remove Tim Arnold from introductory status and place him on regular full time status, effective November 14, 2015 with a $.25 per hour increase.

Both motions carried.

Councilor Fierro inquired on the wall at the Community Center and if the light poles can be painted.
Also, everything on the consent agenda was approved. This included:
• approval of the Minutes of Regular Meeting of October 26, 2015
• approval of the Accounts Payable for November 9, 2015
• approval of the Maintenance Report for October 2015
• approval of the Fire Report for October 2015
• approval of the Wastewater Report for October 2015
• approval of the attendance to the NMGROA Winter Conference for Kristy Ortiz.

The next regular meeting will be held November 23, 2015.
