The roll call of members showed a quorum. Two representatives of congressional offices attended by phone'Dara Parker of Sen. Martin Heinrich's office and Todd Willens of Congressman Steve Pearce's office.

Public comments began the meeting.

Allyson Siwik, Gila Conservation Coalition director, said she had an issue from the April meeting.

"After resuming the April meeting after closed session, the CAP entity approved its budget for FY2017," Siwik said. "After a long-winded explanation of why the Executive Director proposed to fund a relatively insignificant line item related to mileage reimbursement, the CAP Entity approved a very large expenditure of $850,000 to 'pre-bank' water under the AWSA. No questions were asked, no discussion took place.

"The public is in the dark regarding the purpose of spending nearly a million dollars to pre-bank this water, except some vague notion that the CAP Entity wants to make money off of the water," Siwik continued. "The public doesnG
