The City of Bayard held its regular meeting on Monday, July 25, 2016 at 2:01 p.m.

Present for the meeting were Mayor Charles L. Kelly, Councilor Chon S. Fierro, Councilor Zeke Santa Maria, Councilor Adrian G. Ortiz and Town Clerk Kristina Ortiz. Councilor Raul Villanueva was out of town.

The council approved items A through D on the consent agenda. The council wanted to vote for item E separately from the rest of the consent agenda.

The consent agenda included:
A.) Approval of the minutes of regular meeting of July 11, 2016
B.) Approval of the accounts payable for July 25, 2016
C.) Approval of the clerk's report for June 2016
D.) Approval of the police report for June 2016

Item E on the consent agenda was the acceptance of resignation of Lucia Lucero effective July 12, 2016, which the council approved.

Under miscellaneous, the 2016 end of year budget adjustments, the 2016 financial statements for June 30, 2016 and the 2017 final budget were approved by the council.

Under action for personnel, the council terminated the employment of Izaiah Herrera. The council will call it job abandonment.

Under the public input section of the meeting, Richard Maynes Sr. of Santa Clara came before the council in an effort to make an ordinance for All Terrain Vehicles (ATV) and other off road vehicles to be allowed to drive on the highway. Under the new law passed in New Mexico, the municipality councils have the opportunity to make an ordinance to allow for these types of vehicles to be driven and the ability to have certain restrictions such as helmets and specific speed limits in the ordinance.
