The Colonias Infrastructure Board was established by the legislature, effective July 2011, through the enactment of the Colonias Infrastructure Act. The purpose of the act is to assist colonias who lack basic infrastructure resulting in poor social, health, and economic conditions. Since the inception of the Colonias Infrastructure Fund (2012), a total of 32 projects have been awarded in Grant County totaling $14,596,462; a total of 7 projects awarded in Catron County totaling $3,231,618; a total of 11 projects awarded in Hidalgo County totaling $5,012,221; a total of 9 projects awarded in Luna County totaling $3,583,598. Statewide total allocation 2012 – 2017 has been $75,408,217 leveraging approximately $46,000,000 in federal funds. The SWNM Council of Governments serves as an advisory member on the colonias board. Senator Howie Morales and Senator Mary Kay Papen were instrumental in the enactment of the Colonias Infrastructure Act.
