The City of Bayard Council meeting on October 10, 2017 began at 2 p.m. after a work session that was approximately 30 minutes long. All councilors attended as well as Mayor Charles Kelly.

Lovina Polomski requested a street vacation for the dead end that was renamed as Polomski Road. The Polomski property surrounds that portion of the road and there is no benefit for the road as is, however it was mapped and requires a vacation by the city. The city cannot expand the road, and Polomski is responsible for connection to the present water main.

The Wastewater repair project required discussion. The most recent advertisement for the project was awarded to New World Building and includes changeouts from PVC to a combination of PVC and cast iron. Three pumps also need to be ordered which required an adjustment to the budget.

PNM renewed a lease to keep an office in the City Hall building, adjacent to the regular services and MVD. Previously the office was leased on a month-to-month basis and PNM decided to renew a formal lease guaranteeing space until January of 2022.

The Library Wall Improvement project was awarded to HolRay Construction. A new facing and larger parapet will be built. A new awning may be installed to stop window leaking.

Chief of Police William Kerin requested GPS units be installed in police units. Clerk Kristina Ortiz researched cost of installation of units and the service agreements for the tracking itself. The budget will need adjusting due to the service agreement, and the council considered tracking all city vehicles to see if there is any difference in pricing.

Council went into Closed Session to discuss personnel issues. Upon their return it was announced that Steven Gallegos was approved to be hired for the police department. The council agreed disciplinary action be taken for two individuals in the police department and wastewater departments.

The official meeting continued with no discussion needed on any items.

The next meeting for the City Council of the City of Bayard happens Monday, October 23, 2017 at 2:00 pm following a short work session. The public is invited to attend.
