On Thursday Aug. 8, 2019 6 p.m. the Village Trustees met in their regular monthly meeting. Three of the four Trustees were present as well as Mayor Richard Bauch. During department reports that council members looked over, Trustee Patricia Montgomery asked if a Public Safety report could be included in the future. The Mayor agreed and will see to it. For last month, when the movie screen was stolen it was the public safety officer’s day off. Many people in Santa Clara people have scanners and can hear police traffic. Word is also spread far and wide about when officers are on duty and off as well as the hours they work. Trying to combat this is hard but the Police Department is aware and working on solutions. For the Maintenance Department report, work is ongoing fixing water leaks that keep popping up and in fixing old plumbing that is being uncovered while construction work on Bayard Street is in progress. The Maintenance folks will also be reinstalling the Free Little Library in front of City Hall soon

In the Mayor’s report, Mayor Pro Tem Albert Esparza was thanked by the Mayor for holding a Safety Meeting for Village Employees last month. Esparza will make sure more training is provided in the following months.

Public meetings will be held at City Hall, Monday August 19, 2019 at 10 a.m. and again at 6 p.m. to seek input from Village residents on future projects in the local infrastructure capital improvement plan (ICIP). Information on these meeting can be found on the Village web page and at City Hall.

Stantec Engineer Richard Maynes gave project updates within the Village. Retaining walls, gutters, and sidewalks are all going in on the Bayard Street project. Nov. 9 is now the date the project should be finished. Caddel Crossing Project Plan has been submitted to the Village and the Village Clerk is awaiting word about the Waiver of Cost from the State. The plan will progress from there.

Resolution 2019-28, addressing a grant agreement with New Mexico True, Clean and Beautiful, was tabled until the next meeting.

The Bayard Police Chief spoke to the Council about the Communications System Capacity located in Bayard. The life span of the system is over. The system could completely crash at any time. Since Hurley and Santa Clara rely on the system as well as Bayard, the Chief wanted to put the Trustees of Santa Clara on notice that replacement of the system will be taking place in the next few months. Costs will have to be absorbed by all, so please start planning on this soon.
