Charlene was born November 7, 1934 in Saffell, AR, to Elmer and Dessie West. The family moved to Cloudcroft, NM in the early 1940's and then to Central (Santa Clara) NM during her teenage years.

At 17 yrs. old she married the love of her life RL Chandler. They built their home in Central, where they raised their two children.

She enjoyed gardening and making floral arrangements for every occasion, picnics, sewing, and spending time with family and neighbors. She was known for her "Red Velvet Cake."

Her greatest wish was to once again visit her hometown Cloudcroft, NM. In November of 2017 for her 83rd birthday, her daughter Cindy and companion John fulfilled that wish. She spoke often about it up until her last few days of life. She will be greatly missed by all her family, many friends, and her special dog, "Annie".
