Nuacht Aoir has learned – exclusively – details of what will be announced by President Joseph Biden in his annual State Of The Union Address on Tuesday. While the President will call for no new taxes on Americans that earn less than $400,000 annually, he will also use the occasion of this upcoming speech to indicate that his proposed budget will allow for a potential tax decrease for all Americans.

"Democrats have long been subjected to fake news that we are the party of increased taxes," the President will state. "This is pure nonsense. The Democratic Party is the party of the people. We believe everyone should pay their fair share of taxes."

While no new taxes will be proposed, the President will call for a new system for Americans to voluntarily pay traffic fines.

Americans may clamor for new taxes as a better option when they realize the likely costs of what the President is calling a "voluntary" system.

In the fine print of the President's proposed budget, Nuacht Aoir has learned that this new "voluntary" system will be extensive.

And expensive to the average American.

You may be wondering how this new system will work.

Say you're driving to the supermarket to pick up baby formula for your newborn child. You come to a stop sign. You stop your car just like any other good American, but you did not stop for the appropriate period of time.

The "Event Data Recorder" in your car will automatically inform the Federal government of your traffic offense(s). The fine(s) for the traffic offense(s) – as determined by the traffic laws of the local governmental entity and/or the state – will automatically be debited from your bank account.

(Please note that when reference is made to "state" in this news column, all other similar entities are included in that wording. Among the similar entities that use names other than "state" include the Commonwealths of Kentucky, Massachusetts, the Northern Mariana Islands, Pennsylvania, Puerto Rico, and Virginia; the District of Columbia; and the Territories of American Samoa, Guam, and the U S Virgin Islands.)

In addition to the traffic fine, the Federal government will also charge a "convenience fee" of $400.00 per traffic offense. This means that if your traffic offense violated more than one specific law, you will charged $400.00 for each individual traffic offense. The convenience fee will also be debited from your bank account.

The Federal government will retain 100% of the convenience fee charged to the traffic offender.

All of the funds collected to pay for the traffic fine(s) – minus what the President is calling a "modest" processing fee – will be provided by the Federal government to the specific local governmental entity and/or the affected state.

That "modest" processing fee charged to the local governmental entity and/or the affected state will vary. In the list of processing fees reviewed by Nuacht Aoir, each state is listed with a "D" or a "R" next to its name. All of the entities listed with a "D" have a processing fee of 7.75%; all of the entities listed with a "R" have a processing fee of 7.75%, an additional surcharge of 46%, and a service fee of $99.

New Mexico is listed as a "D"; Texas is listed as a "R."

It is not yet certain why some states are listed as a "D" or as a "R."

You might wonder from the example given above: What is the appropriate period of time one must stay stopped at a stop sign?

According to the fine print in the document reviewed by Nuacht Aoir, Americans will need to stop for the amount of time it takes a bureaucrat in the District of Columbia, to say "one South Carolina, one New Hampshire, one Nevada, one Georgia, and one Michigan." Previously, many Americans may have thought that the time period to stay stopped at a stop sign would equate to the amount of time for the average American to say "one Mississippi, two Mississippi, three Mississippi."

An aide to President Biden explained that the change from the three "Mississippis" to a combination of the names of the five states was to advance equality and equity in the United States.

"The five states are more reflective of our country," the Presidential aide said. "Focusing on one state is not equitable and is certainly less equal than including the five states noted. Diversity is important to President Biden."

The Presidential aide also noted this new "voluntary" system will produce large streams of new revenue that will allow President Biden to fulfill his "Immediate Priorities."

Details on these priorities as well as the mechanisms that will be used in this new system will be included in Part Two of this series. Hint: The "Event Data Recorder" is a key part that makes this collections system possible.
