Floodplain and Wetlands Early Public Review Notice with Required Elements

The City of Bayard, New Mexico is considering Wastewater System Improvements for the construction of a replacement plant influent sewer line and manholes totaling approximately 760 feet, nine new manholes and improvements to an existing manhole; connection of the existing Hurley sewer force main to new sewer manhole; construction of a new plant entrance works with a new bar screen, screenings conveyor and manual bar screen, and Parshall flume with an entry chamber, two channels and an exit chamber. Bayard Wastewater Facility is located at 208 N. Hurley Road, Bayard, NM 88023. Latitude: 32.748362 Longitude: -108.131835 as a CDBG project under the NM Small Cities Program for non-entitlement cities and counties.

The project is located in the 100-year floodplain. The City of Bayard is interested in discussing alternatives to this project, securing public perceptions of possible adverse impacts that could result from the project, and discussing possible measures to minimize any adverse impacts.

A public hearing is scheduled on January 28, 2021 on the proposed project. Please extend or send written comments to: Kristina Ortiz, Floodplain Manager, City of Bayard, PO Box 728, Bayard, NM 88023. Comments will be received until February 3. 2021.

Due to the Coronavirus (COVID-19) Emergency declared by Governor Michelle Lujan Grisham and the limits on the number of persons gathering, except for essential functions, the meeting will be a virtual public meeting open to the public. Those individuals that wish to participate must register by January 28,
