Albert Chang comes to EMRD from the City of Albuquerque’s Environmental Health Department

SANTA FE, NM – The Energy, Minerals and Natural Resources Department (EMNRD) is welcoming Albert C.S. Chang as director of the Mining and Minerals Division (MMD).

“Albert Chang has a wonderful mix of professional experiences that make him the ideal person to lead MMD as it continues its mission to ensure the responsible use, conservation, and reclamation of land impacted by mining across our state,” said EMNRD Secretary Sarah Cottrell Propst. “We are happy to have him joining our team.”

Chang, who is both a licensed engineer and a licensed attorney, comes to EMNRD from the City of Albuquerque, where he is currently serving as deputy director of the Environmental Health Department.

Before assuming that role, he was an Assistant City Attorney and Counsel for the Albuquerque-Bernalillo County Air Quality Program. 

A graduate of the University of Washington School of Law, Chang also holds a master’s degree in public administration from the Evans School of Public Affairs, a bachelor of science in chemical engineering from the University of Washington, and professional engineering licenses in both Washington and New Mexico.

Deeply committed to public service, Chang also has served as an environmental regulator with the Washington State Department of Ecology and the Puget Sound Clean Air Agency.

His tenure at EMNRD will begin April 3, 2023.

“I am honored to be joining EMNRD under the leadership of Governor Lujan Grisham and Secretary Cottrell Propst,” Chang said. “I look forward to safeguarding New Mexico’s lands and natural resources alongside the incredible and award-winning team members at the Mining and Minerals Division.”
