FLSA: Exempt/ Full-time / Exempt Bargaining Unit Contract
Salary Range 43: Min. $44,008 Mid. $55,00
Reports to: County Manager or designee
Probationary Status: Six (6) Months

Summary:
Under general direction of the County Manager, is responsible for the day-to-day operations of the County’s Emergency Management Operation. Manage the efforts of preparation of contingency plans, hazards, and other operations that endanger the lives and properties of the citizens of Grant County. Coordinate and develop plans for effective deployment of resources to protect the lives and health of citizens and public and private properties from the effects of natural and man caused disasters, including acts of terrorism. Act as liaison for the federal, state, city, counties, appropriate governments and private organizations. Support fire and rescue services, public works and law enforcement efforts as necessary.

Minimum Qualifications:
- Bachelor’s degree from accredited university or ten (10) years equivalent experience in the field of Emergency Management, military experience with working knowledge of operations center or combination of the above.
- Possess five (5) to ten (10) years of experience supervising, mentoring and/or leading staff coordinating with local and outside agencies on a day to day basis and during an emergency.
- Demonstrate the ability to successfully coordinate and communicate with department heads, elected officials, co-workers, local, county, state, and federal officials, schools, hospitals and other stakeholders.
- Must have the ability to operate a computer, its software and general office equipment
- Valid New Mexico State Driver’s License. Must have a good driving record to be insurable for liability purposes.
- Proficient in the use of MS Office and financial management software.
- Possess good organizational skills
- Possess excellent communication and interpersonal abilities.
Conditions of Employment:
- Must successfully complete a conditional post-offer of employment physical examination and Drug & Alcohol Analysis Test
- Following a conditional offer of employment, successfully complete background investigation, which may include, but is not limited to: drug & alcohol screen, criminal record search, driving record screening, reference check, and employment verification.
- Must not have any felony convictions or convictions involving immoral or unethical characteristics.
Knowledge/Skills/Abilities
- Emergency management/disaster mitigation, preparedness and response efforts
- Methods and techniques used in fact finding, research, analysis and interpretation of basic information, and projection of these facts into comprehensive plans, programs, training sessions, presentations, and articulating recommendations to meet future needs.
- Provide liaison between Grant County and external partners, to include: federal, state, and local based governments; non-governmental organizations and faith-based organizations to ensure operational continuity during emergencies. Experience with the National Incident Management System and the Incident Command System.
- Always use good judgment in determining work assignments.
- Ability to determine appropriate course of action in more complex situations.
- Ability to work independently, exercise creativity, be attentive to detail and maintain a positive attitude.
- Ability to manage multiple and simultaneous responsibilities and to prioritize scheduling of work.
- Ability to complete work assignments accurately and in a timely manner.
- Ability to handle difficult situations involving customers, staff, or others in a professional manner.
Professional Requirements
- Successful completion of interview by County representative(s) who will measure traits that are significant or necessary to perform the job, and demonstrate the applicant’s ability to relate ideas and answer questions relative to the job.
- Successful completion of required training, including but not limited to Cardiopulmonary Resuscitation (CPR), and Defensive Driving within one year from date of hire.
- Represent the County in a positive and professional manner at all times, including use of tact when working with a wide range of individuals, including the public, often under tense circumstances.
- Comply with all County policies and procedures, and standards regarding ethical business practices in accordance with the Governmental Conduct Act, NMSA 1978, Chapter 10, Article 16.
- Participate in performance improvement and continuous quality improvement activities.
Attend regular staff meetings.
Work Conditions/Description of Tools, Equipment, Work Aids Used and Materials and/or Products Handled:
- Office & field environment. Normally works 8-5 Monday-Friday.
- On occasion, the work will be in the field and will be required to be prepared for inclement weather conditions and may be exposed to physically hazardous situations, personal danger and biohazardous materials while assisting with emergencies.
- May be required to attend out of town training and seminars.
- Skill in modern office procedures, methods, and equipment including computers, computer applications such as word processing, spreadsheets, and statistical databases.
