In exclusive reporting, Nuacht Aoir has learned that President Joseph Biden will direct the National Highway Traffic Safety Administration (NHTSA) to provide automatic traffic fine collections throughout the United States. The announcement of what the President is calling a "voluntary" system will be announced by him in his annual State Of The Union Address.

In Part One of this news series, Nuacht Aoir detailed that this new system of collections will likely generate large amounts of money for the Federal government.

An aide to President Biden explained that the new revenue will allow the Federal government to fulfill the "Immediate Priorities" outlined previously by The White House:

"President Biden will deliver bold action and immediate relief for American families as the country grapples with converging crises. This will include actions to control the COVID-19 pandemic, provide economic relief, tackle climate change, and advance racial equity and civil rights, as well as immediate actions to reform our immigration system and restore America's standing in the world."

The mechanisms to facilitate this new "voluntary" system to collect traffic fines are already in place in many motor vehicles operated by Americans throughout the country.

The foundations for this new "voluntary" system can be traced to initial research efforts to improve motor vehicle safety in 1973. From years of research came policy decisions made and new regulations approved during the administrations of President Bill Clinton and President Barak Obama.

"Event Data Recorders" – known by many Americans as "black boxes" – have been mandated in almost all new motor vehicles through regulations implemented by the Obama/Biden Administration. Almost all new motor vehicles manufactured since 2014 are required to have Event Data Recorders.

It is through the Event Data Recorder in your car that the Federal government will automatically be informed of your traffic offense(s).

While it may be difficult for many Americans to believe that the Federal government would be able to keep track of your driving activities, aspects of the true nature of Event Data Recorders appear to be hidden from the American people.

It is interesting what displays when one visits the website of the National Highway Traffic Safety Administration and clicks on the webpage that details "Event Data Recorders -- Final Rule; response to petitions for reconsideration." If one then clicks on the link to the "Final Rule: Event Data Recorders," the following wording is displayed:

"Final Rule: Event Data Recorders
File doesn't exist on server."

You can go to this Federal agency's website to see for yourself that this wording is displayed by clicking here.

Why would the Biden Administration remove the file on the "Final Rule: Event Data Recorders"?

A 12-page document that details proposed new regulations on Event Data Recorders was published in the Federal Register on June 22, 2022. In what the Federal government called "plain language," the document stated that "the DOT [Department of Transportation] Privacy Office has tentatively determined that this rulemaking does not create privacy risk because no new or substantially changed technology would collect, maintain, or disseminate information in an identifiable form because of this proposed rule."

You can view this "plain language" document published by the Federal government by clicking here.

In the fine print of the budget to be proposed by the President, Nuacht Aoir has found several key regulations that will need to be implemented to make this new "voluntary" system work.

Information on the operational mechanisms that will be used in this new system will be detailed in Part Three of this news series. Hint: An Event Data Recorder will be mandated in every motor vehicle – even those autos and pick-ups that were manufactured without the devices, and all Americans that operate motor vehicles will be required to have bank accounts linked to their Event Data Recorder.
