The outstanding achievement award recognizes the efforts of town management and staff to create affordable, work-force housing at the Vista de Plata subdivision on the town's east side. 

Silver City's efforts to develop Vista de Plata is seen as a model for creating affordable housing around the state, and conference award nominating committee members recognized the town's ability to partner with other organizations to achieve success. Project partners include the Southwest New Mexico Council of Governments, Grand Silver City LCC, and Thompson Realty.
