Heinrich Announces More Than $1.5 Billion Delivered for N.M. Military Installations During Tenure in Congress
WASHINGTON - Following the President’s signature of the Fiscal Year 2024 (FY24) Military Construction, Veterans Affairs, and Related Agencies Fiscal, U.S. Senator Martin Heinrich (D-N.M.) announced that he has now secured more than $1.5 billion for New Mexico’s military installations during his tenure in Congress.
“Delivering for our service members and cementing New Mexico’s role as a leader in national security is a responsibility I take very seriously. Through my service on the House and Senate Armed Services Committees and the Senate Appropriations Committee, I have made advancing our defense capabilities a top priority,” said Heinrich. “Today, I’m proud to announce that I have secured more than $1.5 billion during my time in Congress to invest in New Mexico’s military installations, strengthening New Mexico’s economy and our defense assets for decades to come.”
Heinrich was first elected to the United States House of Representatives in 2008, where he served on the House Armed Services Committee, and was then elected to the United States Senate in 2012, where he previously served on the Senate Armed Services Committee and as Chairman of the Appropriations Subcommittee on Military Construction.
Including the FY24 military construction projects, Heinrich has now delivered a total of more than $1.5 billion for military construction projects at defense installations in New Mexico over the course of his career in Congress.
That includes:
$668.16 million in military construction funding for Cannon Air Force Base in Clovis, N.M.,
$358.71 million in military construction funding for Holloman Air Force Basein Alamogordo, N.M.,
$268.24 million in military construction funding for Kirtland Air Force Basein Albuquerque, N.M.,
$178.51 million in military construction funding for White Sands Missile Range in Las Cruces, N.M., and
$64.4 million in military construction funding for New Mexico National Guard facilities around New Mexico.
In addition, Heinrich has secured more than $275.49 million in funding for the Eastern New Mexico Water Supply Project, which directly benefits Cannon and the surrounding community in eastern New Mexico.

Cannon Air Force Base
During his tenure in Congress, U.S. Senator Martin Heinrich (D-N.M.) has secured $668.16 million in military construction funding for Cannon Air Force Base (AFB) in Clovis, N.M. In addition, Heinrich has secured more than $271.54 million in funding for the Eastern New Mexico Water Supply Project for the Eastern New Mexico Water Project, which directly benefits Cannon AFB and the surrounding community.
Military Construction
Heinrich has secured $288.03 million for Cannon AFB during his tenure in the U.S. Senate. The details are included below, by year.
FY24: Heinrich secured $2 million in funding to plan and design a fire station and emergency communications center.
FY23: In December 2022, as then-Chairman of the Military Construction Appropriations Subcommittee, Heinrich secured $12 million in funding for Cannon AFB in the Omnibus Appropriations Agreement for FY23. This included $8 million for the Munitions Storage Area and $4 million for the Security Forces Squad Operations Building.
FY22: In December 2021, as then-Chairman of the Military Construction Senate Appropriations Subcommittee, Heinrich secured $5 million in planning and design funding for a 192-bed dormitory in the FY2022 Appropriations Omnibus.
FY21: The FY21 Appropriations Bill did not include specific funding for Cannon AFB construction. It did, however, include a provision Heinrich secured directing the Air Force to address PFAS contamination on agricultural lands, a provision directly related to PFAS issues in the areas surrounding Cannon AFB. This provision included $20 million in base operations support for PFAS remediation, $15 million increase in strategic environmental research program for PFAS remediation, and a $3 million increase in PFAS response. It also included $49 million in funding for environmental cleanup programs and related scientific research to help address PFAS contamination, which is a major issue in the Cannon AFB area.
FY18: In March 2018, Heinrich secured $50.23 million in the Omnibus Appropriations Bill for FY18. This included $42 million to build new facilities for combat arms training and maintenance and a new cargo pad area, and $8.23 million to build a new facility for Special Operations Forces C-130 Aircraft Ground Equipment.
FY17: In the Omnibus Appropriations Bill for FY17, Heinrich secured $21 millionfor a fitness center.
FY16: In November 2015, Heinrich secured $52.9 million in the Appropriations Bill for FY16. This included $7.8 million for construction of an antiterrorism/force protection gate, $20.4 million for construction of a pump house and fuel storage, $11.57 million for a Special Operations Forces squadron operations facility, and $13.15 million for the Special Operations Forces squadron training facilities.
FY15: In December 2014, Heinrich secured $23.3 million for a Squadron Operations Facility in the FY2015 Appropriations Omnibus.
FY14: In January 2014, Heinrich secured $28.6 million. This included $22 million for a 144-room dormitory and $6.6 million for a satellite dining facility.
FY13: In March 2013, Heinrich secured $93 million. That included $71 millionwas for medical and dental clinic replacement and $22 million for an SOF AC–130J Combat Parking Apron.
As a member of the U.S. House of Representatives, Heinrich secured $380.13 millionfor Cannon AFB between FY10 and FY12.
FY12: Heinrich secured $155.6 million. That included $7.6 million for a wastewater treatment plant, $15 million for a 96-room dormitory, $9.6 millionfor a simulator facility, $15 million for an aircraft maintenance squadron facility, $28.1 million for an apron and taxiway, $10.94 million for a C-130 squadron operations facility, $10.86 million for a C-130 Wash Rack Hangar, $41.2 millionfor a Hangar Aircraft Maintenance Unit, and $17.3 million for a squadron operations facility.
FY11: Heinrich secured $150.23 million. That included $14 million for a 96-room dormitory, $20 million for a squadron operations facility, $13.287 million for a simulator facility for the MC-130, $26 million for a parking apron for C-130 phase 1, $12.64 million for an aircraft parking apron for MC-130J, $24.62 million for a hangar for the MC-130J, and $39.67 million for a Special Operations Forces operations and training complex.
FY10: Heinrich secured $74.31 million. That included $15 million for a consolidated communications facility, $11.56 million for a Special Operations Forces ammunition addition, $41.27 million for a Special Operations Forces fuel cell hangar, $450,000 for planning and design of a 96-bed dormitory, and $6 million for a load-out apron.
Eastern New Mexico Water Supply Project Funding
Heinrich has secured over $275.49 million in funding for the Eastern New Mexico Water Supply Project, to provide much needed water to the Eastern New Mexico community and Cannon AFB.
In February 2016, Heinrich and then-U.S. Senator Tom Udall (D-N.M.) welcomed $2 million in funding from the Bureau of Reclamation for the Eastern New Mexico Water Supply Project.
In November 2019, Heinrich and then-Senator Udall welcomed another $4.35 million from the Bureau of Reclamation for this project.
In February 2020, Heinrich and then-Senator Udall welcomed another $15 million from the Bureau of Reclamation for this project. In March 2022, Heinrich, U.S. Senator Ben Ray Lujan, and U.S Representative Teresa Leger Fernandez announced $160 million in Infrastructure Law funding for this project.
In FY23, the Eastern New Mexico Water Supply Project received an additional $89.51 million in Infrastructure Law funding and $4.63 million from the Bureau of Reclamation.
Holloman Air Force Base
During his tenure in Congress, U.S. Senator Martin Heinrich (D-N.M.) has secured $358.71 million in military construction funding for Holloman Air Force Base (AFB) in Alamogordo, N.M.
Military Construction
Heinrich has secured $275.64 million for Holloman AFB during his tenure in the U.S. Senate. The details are included below, by year.
FY23: Heinrich secured a total of $9.14 million in the Omnibus Appropriations Agreement for FY23, including $4.14 million for F–16 Formal Training Unit Airfield Requirements Planning and Design and $5 million for Holloman High-Speed Test Track Planning and Design.
FY22: Heinrich secured $40 million for the MQ-9 Formal Training Unit Operations Facility. Due to Heinrich’s advocacy as Chair, an additional $15 millionwas awarded for the MQ-9 Formal Training Unit Operations Facility; this was through Heinrich’s advocacy as then-Chairman of the Military Construction Appropriations Subcommittee.
FY19: Heinrich secured $85 million for the MQ-9 FTU Operations Facility. FY18: Heinrich secured $4.25 million to build an RPA (Remotely Piloted Aircraft) Fixed Ground Control Station Facility.
FY17: Heinrich secured $10.6 million to construct a new Hazardous Cargo Pad and Access Taxiway. FY16: Heinrich secured $3 million for Marshalling Area Arm/De-Arm Pad D. Construction.
FY14: Heinrich secured a total of $83.65 million in military construction funding, including $2.25 million for an F-16 covered washrack and pad, $60 million to replace a medical clinic, and $21.4 million to replace a hydrant fuel system.
FY13: Heinrich secured $25 million for an MQ-9 maintenance hangar.
As a member of the U.S. House of Representatives, Heinrich secured $83.07 million for Holloman AFB between FY10 and FY12.
FY12: Heinrich secured a total of $29.2 million, including $11.2 million for a child development center, $5.8 million for an F-16 Academic Facility, $4.2 million for an F-16 SEAD (Suppression of Enemy Air Defenses) Training Facility, and $8 million for a parallel taxiway.
FY11: Heinrich secured a total of $37.97 million, including $15.47 million to renovate a UAS (Unmanned Aircraft Systems) Maintenance Hangar and $22.5 million for a UAS Maintenance Hangar.
FY10: Heinrich secured a total of $15.9 million, including $5.5 million for F-22A Consolidated Munitions Maintenance and $10.4 million for a Fire/Crash Rescue station.
Kirtland Air Force Base
During his tenure in Congress, U.S. Senator Martin Heinrich (D-N.M.) has secured $268.24 million in military construction funding for Kirtland Air Force Base (AFB) in Albuquerque, N.M. during his tenure in Congress.

FY23: Heinrich secured a total of $25.4 million, including $11.16 million for the Air Education and Training Command Pipeline Dorm, $4.7 million for the Joint Navigational Warfare Center Headquarters, $4.2 million for the Apparatus Bay Fire Station 5, $2.8 million for a Small Arms Storage Facility, $2 million for the ADAL Systems & Digital Engineering Lab, and $540,000 for the Explosives Operations Building for the AC-130J in the Omnibus Appropriations Agreement for Fiscal Year 2023.
FY22: Heinrich secured a total of $11.69 million, including $5.6 million to finish funding on the Wyoming Gate Project, $5.28 million to support the construction of a dedicated facility for the Space Rapid Capabilities Office, and $810,000 for Planning and Design work for the PJ/CRO Urban Training Complex. According to the Department of Defense (DOD) Comptroller, an additional $8.65 million was awarded for Environmental Health Facility Replacement; this was through Heinrich’s advocacy as then-Chairman of the Military Construction Appropriations Subcommittee.
FY21: Heinrich secured $46.6 million to construct a new administrative building that the Defense Threat Reduction Agency needs to further national security goals to prepare for and combat weapons of mass destruction and improvised threats, and to ensure nuclear deterrence.
FY20: Heinrich secured $15.5 million for the construction of a Combat Rescue Helicopter Simulator Facility and $22.4 million for the construction of a UH-1 Replacement Facility.
FY19: The FY19 Appropriations Bill containing the Military Construction title did not include any funding for Kirtland AFB. However, Kirtland did receive $7 millionfor the Wyoming Gate Upgrade according to the DOD Comptroller; this was, in part, due to Heinrich’s advocacy.
FY17: Heinrich secured $7.3 million for a Combat Rescue Helicopter Simulator.
FY16: Heinrich secured $12.8 million for the Space Vehicles Component Development Lab.
FY14: Heinrich secured $30.5 million for the Nuclear Systems Wing & Sustainment Center.
FY13: Heinrich secured $8.5 million for the Air National Guard’s Alter Target Intelligence Facility.
As a member of the U.S. House of Representatives, Heinrich secured $71.9 million for Kirtland AFB between FY10 and FY12.
FY12: Heinrich secured $25 million for the Air Force Nuclear Weapons Center.
FY11: Heinrich secured a total of $24.40 million, including $3.8 million for an Aerial Delivery Facility addition, $6.46 million for an armament shop, and $14.14 million for an H/MC-130 Fuel System Maintenance Facility.
FY10: Heinrich secured a total of $22.5 million, including $8.7 million for an HC-130J Simulator Facility, $8 million for an MC0130J Simulator Facility, and $5.8 million for additions to the Space RDTE Operations Center.
White Sands Missile Range
