Project Jupiter has awarded more than $994 million in contracts to in-state firms and created more than 1,200 jobs to date for New Mexico residents
Austin, Texas—October 23, 2026 — Oracle today announced new construction workforce and contracting milestones for Project Jupiter, including more than $994 million in contracts awarded to 30 New Mexico firms as of September 30, 2026.
Building Long-Term Economic Value
Project Jupiter is delivering substantial, immediate value to New Mexico businesses. To date, the project has awarded more than $994 million in contracts to 30 New Mexico firms, including HVAC, insulation, plumbing, electrical services, sanitation, and construction equipment rentals. Of these contracts, more than $160 million has already been paid, helping local companies grow their capacity now, support their teams, and participate directly in one of the state's largest infrastructure investments.
"Large infrastructure investments create lasting value when local businesses and skilled workers have the opportunity to help build them," said John Stroud, President of JB Henderson. "We're proud to be working on Project Jupiter and to see New Mexico contractors contributing their expertise to this investment. For our industry, projects like this provide opportunities to develop the next generation of skilled tradespeople and strengthen the construction workforce here at home."
That local business activity is part of a broader economic contribution already taking hold across the region. Project Jupiter has generated more than $100 million in state and county tax revenue to date and is projected to deliver more than $13 billion in long-term economic impact through investment, additional commercial activity, tax revenue, and community programs.
Creating Opportunities for Local and Union Workers
Project Jupiter is creating opportunities for New Mexico residents and workers across the region. To date, 1,230 New Mexico residents, including 630 from Doña Ana County, work on the project. Union labor continues to be critical to the project's success, with 1,846 union members across trades contributing to the project to date. Together, 4,393 project workers have completed more than 3.75 million labor hours.
"Project Jupiter is putting meaningful dollars to work with New Mexico businesses and creating good-paying opportunities for local residents," said Mahesh Thiagarajan, president, Oracle Cloud Infrastructure. "This is what responsible development looks like: strengthening local businesses, expanding opportunity for workers, and building a foundation for long-term economic growth in Doña Ana County and across New Mexico."

Responsible Development for Southern New Mexico
Project Jupiter is being developed with resource stewardship built into its operating model. The facility's closed-loop cooling and fuel cell systems will use non-potable water for startup and maintenance, rather than drawing on drinking water. Averaged over 15 years, the estimated water consumption of these two systems will use less water than nine U.S. households use over the same period.
The project's energy plan also reduces its local footprint while keeping associated infrastructure costs off residents' utility bills. A dedicated microgrid using fuel cells will take the place of the original turbine and diesel-generator approach significantly lowering emissions.
Oracle is pairing these investments with a $50 million commitment for Doña Ana County water infrastructure, funding for a water-positive initiative, and a goal of matching its operations with 100% carbon-free energy by 2031.
