Santa Fe, NM – Representatives Rebecca Dow (R–Truth or Consequences) and Stefani Lord (R–Sandia Park) have formally requested that the New Mexico Truth Commission fully meet the scope of its investigation into activities connected to Zorro Ranch, including a comprehensive review of the systemic failures that allowed misconduct to occur.

In a letter sent to Commission Chair Andrea Romero, the lawmakers emphasized that while identifying individual wrongdoing is critical, the Commission must also examine the institutional breakdowns that may have enabled those actions.

"This cannot be a surface-level investigation," said Rep. Dow. "If we fail to fully examine what happened and learn from it, we risk allowing the same failures to happen again. Victims deserve nothing less than a complete accounting of the truth and real reforms that ensure this never happens in New Mexico again."

The request urges the Commission to investigate several key areas, including:

Legislative gaps related to sex offender registration and why certain measures failed to advance

Law enforcement and prosecutorial actions or inaction, including decisions that may have delayed or curtailed investigations

Coordination challenges between local, state, and federal agencies

Weaknesses in oversight and accountability systems

Potential conflicts of interest involving individuals in positions of authority

The lawmakers noted that these issues fall squarely within the scope of House Resolution 1, which established the Truth Commission to promote transparency, protect vulnerable populations, and deliver meaningful reform.

Rep. Lord emphasized the importance of accountability and transparency: "If those in power had the ability to act and chose not to, the public deserves to know why and whether money or relationships influenced that inaction. This investigation must follow the truth, not protect the powerful."

The letter also highlights the importance of preventing future harm by identifying systemic vulnerabilities and strengthening safeguards across New Mexico's institutions.

Dow and Lord affirmed their commitment to supporting the Commission's work and assisting in any way necessary to ensure a complete and transparent investigation.
