Bayard, NM — The City of Bayard is inviting residents from across Grant County to help shape the future of the 675-acre Foy Property. Community members are encouraged to share their ideas through a public survey and an upcoming visioning workshop.
The City acquired and annexed the Foy Property in 2025. Located north and west of Bayard, the property represents the largest opportunity for future growth in Bayard.
Funded by the Freeport-McMoRan Foundation through a Community Investment Fund grant, the City is creating a Vision Plan to guide how the property develops. The goal is to ensure future development strengthens the local economy and enhances the quality of life for residents.
The process includes community input, market research, and site planning to determine what types of development are both feasible and aligned with community priorities. The City engaged national economic development and design experts, Better City LLC and Urban Design Associates, to lead the process.
A public survey is now open online and will close on March 16. Community members are also invited to attend a visioning workshop on March 17 at 5:00 p.m. at the Bayard Community Center (209 Hurley Ave), where they can review ideas and help shape a shared vision for the property.
"We are excited to move forward with a process that puts community input at the center of this important project," said Priscilla C. Lucero, Executive Director of the Southwest New Mexico Council of Governments. "The Foy Property represents a significant opportunity for Bayard's future, and we encourage residents from across the region to share their ideas and help guide thoughtful growth."
Jason Godfrey, CEO of Better City, said, "We have worked in Grant County for nearly a decade, and we see tremendous potential in Bayard. We are grateful for the opportunity to partner with the City on this vision plan. Our goal is to listen carefully to residents, so the final plan reflects the community's character and long-term goals."
