SANTA FE, NM (January 30, 2026)—The State Highway Project Bonds legislation (SB2) passed the House Floor today on a 44-23 vote as amended.
The $1.5 billion bond legislation will ensure predictable, stable funding for road infrastructure projects.
The bill now goes to the governor for her signature.
"We would like to thank Governor Lujan Grisham for prioritizing the road bonding bill," said Dan Lewis, Executive Director of the Asphalt Pavement Association of New Mexico. "New Mexico is one step closer to safer, more reliable roads."
"This bill would not have been possible without Senator Roberto Gonzales who carried the bill as well as the co-sponsors Senator Muñoz, Senator Campos, Senator Shendo Jr, and Representative Art de la Cruz," said Lewis. "Without this bill, our roads would continue to deteriorate and create even more safety concerns for New Mexicans."
Earlier this month, the 2025 TRIP Report reported that the state has over $7 billion in unfunded but needed road projects. The report also details that New Mexico drivers pay an additional $3.3 billion annually due to congested and declining roads.
If signed, the bonding bill will be for state highway projects, matching funds with the federal government, and maintenance needs. The requested additional $500 million special appropriation in the proposed roads package would be mostly for construction and maintenance of local roads around the state.
In addition to the bonding bill, additional special appropriations for local road construction and maintenance have been requested and proposed to legislators who are working on adding appropriations during the session towards $500 million in additional funds.
