Why does the job exist?

The purpose of the position is to coordinate a program within the New Mexico Interstate Stream Commission's (NMISC or Commission) Colorado River Basin Bureau for continued implementation of the agency's roles, responsibilities and directives related to the 2004 Arizona Water Settlements Act (AWSA), and oversee the use of the AWSA funding allocated by the Commission for water utilization projects to meet water supply in southwest New Mexico pursuant to the AWSA and other applicable federal and state laws

How does it get done?

1. Oversee administration of the funding in the New Mexico Unit Fund allocated by the Commission for water supply projects in

southwest New Mexico.

Subtasks related to this major task include:

a) Assist in setting up a conjunctive process between the NMISC and Water Trust Board

b) Review Water Trust Board's recommendations and ensure compliance with the requirements in the AWSA, as well as the NMISC

criteria/guidelines

c) Make sound and defensible project funding recommendations for Commission consideration and action

d) Manage the Commission's allocations through funding agreements with grantees

e) Coordinate with other agencies as necessary

2. Supervise two technical staff members within the AWSA Program under the NMISC's Colorado River Basin Bureau:

3. Prepare and provide reports, presentations, and testimonies to various bodies including the Commission, Water Trust Board,

and Legislature: This may include annual status reports and fiscal updates, legislative bill analyses, and technical

information resulting from any studies and investigations.

4. Provide back-up and support to the Colorado River Basin Bureau Chief

Who are the customers?

This position will report to the NMISC Deputy Director. Customers include the NMISC and NMOSE staff, Water

Trust Board and New Mexico Finance Authority, AWSA funding grantees in southwest New Mexico (counties of Catron, Grant,

Hidalgo, and Luna), other state and local agencies, and stakeholders in southwest New Mexico.

Ideal Candidate

The preferred candidate will have:

1. Experience with project management and/or program management

2. Experience/familiarity with various aspects of water resources projects from planning to operations

3. Experience with inter-agency programs with or within the governmental bodies

4. Experience with MS Office (Word, Excel, PowerPoint)

Minimum Qualification

Bachelor's degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License in order to driving a state vehicle and a current defensive driving certification.

Working Conditions

Work is performed in an office setting with extensive personal computer and phone usage. Occasional fieldwork may be required. Travel will likely be required. Work may also be required at alternate work sites. Required to follow all health and safety protocols.
