SANTA FE — This afternoon, the House Consumer and Public Affairs Committee unanimously approved House Bill 52, legislation sponsored by Rep. Monica Youngblood (R-Albuquerque) to combat auto theft by requiring auto-recyclers to notify the New Mexico Taxation and Revenue Department within 48 hours of all motor vehicle purchases. The bill is co-sponsored by Rep. Patricio Ruiloba (D-Albuquerque) and Sen. Howie Morales (D-Silver City).
HB 52 requires auto recyclers to collect specific information about the vehicle seller, purchaser, and the vehicle. It also requires the auto recycler to disclose the intended disposition of the vehicle. The bill additionally includes a provision to ensure the auto recycler verifies with the TRD that the vehicle has not been reported stolen.
During the hearing, both the Greater Albuquerque Chamber of Commerce and the City of Albuquerque voiced their support for the bill.
"100 cars are stolen in Albuquerque every week. Doing nothing is unacceptable," said Rep. Youngblood. "HB 52 establishes a partnership between businesses and law enforcement to reduce auto thefts. It's not a silver bullet, but it's a simple thing we can do to protect New Mexicans."
HB 52 has also been referred to the House Business and Industry Committee.
